User-facing changes

• Allow resources to have no division
• Allow unmanaged service providers to create and manage their clients in the admin portal

Bug fixes

• Fixed an issue where dispatchers could not edit location statuses
• Fixed an issue where the general search on the jobs list did not handle spaces in strings
• Fixed an issue where the resource status on the new map was not properly handling paused jobs
